"The word 'fluctuation' simply means a change of some sort. We are most familiar with changes in time, but changes in space are also possible, although they are static in time. In the quantum world, we know that fluctuations and 'quantum jumps' happen, but the exact chronology of how they happen is hidden from observation. Time doesn't work quite the same way as it does for very large systems...like us."
